  I agree with timothy. When there are already CCTVs all around people will think that their are already safe and usually let their guard down. We do not know when crime will happen. CCTVs will just lower the crime rate,but it doesn't mean that there will be no crime will take place. Therefore,People have to still be careful when they are outside.
