First of all you spelled villain wrongly. Secondly, the crooks in Singapore do not have the courage to stand up to the police. Once they see the police, they run off straight away. Secondly how big a crowd are you talking about? The police force might have lesser policeman but it will still be sufficient to handle a group of villains. For example the police to villain ration would be about 2:3 .
