Chan Chin Kiat(3) 2nd Entry, Comment on Girvan's Entry

I agree with his points but he said people would think twice before acting out a crime. But the CCTV are installed secretly so that people would not know it there. Therefore, when people do not know that CCTV are installed there watching them, why would they think twice? As you said, it is a killing spree which means the killer would not care about anything and he/she would just kill anyone he/she chooses, the killer would not think about being caught up a CCTV.
